The latest official data put Portugal’s average total gross monthly earnings at €1,611 per job in Q1 2026, according to the government’s GEE summary of Statistics Portugal (INE) data. The regular component was €1,428 and base earnings were €1,335. These are provisional quarterly observations, not a forecast or a full-year 2026 average.
If €1,611 is treated as one monthly employment payment for a mainland employee who is single with no dependants, the standard 2026 withholding table produces illustrative take-home pay of about €1,239 after the 11% employee Social Security contribution and IRS withholding. This is not an official average net-salary statistic. The INE total includes regular and irregular remuneration, so it should not be confused with every worker’s contractual monthly payslip.
Portugal also differs from many European countries because contractual salaries are normally paid 14 times: 12 monthly payments plus holiday and Christmas allowances. For anyone moving to Portugal, negotiating a salary or comparing EU wages, both the payment frequency and the distinction between total, regular and base earnings matter.
Average Salary in Portugal — Key Numbers
| Metric | Amount | Reference period |
|---|---|---|
| Average total gross monthly earnings | €1,611 per job | Q1 2026, provisional |
| Average regular gross monthly earnings | €1,428 per job | Q1 2026, provisional |
| Average base monthly earnings | €1,335 per job | Q1 2026, provisional |
| Illustrative net from €1,611 gross | About €1,239 | Mainland, single, no dependants |
| Latest official median benchmark | €6.20 gross per hour | October 2022, limited Eurostat coverage |
| Mainland minimum wage | €920 per payment, normally 14 payments | From 1 January 2026 |
| Illustrative net minimum payment | €818.80 | No IRS withholding, 11% Social Security |
| Total nominal earnings growth | +5.0% | Q1 2026 year on year |
| Total real earnings growth | +2.7% | Q1 2026 year on year |
Portugal does not publish a current national monthly median in its quarterly earnings release. The latest comparable official median benchmark is Eurostat’s €6.20 gross per hour in October 2022, published in the Structure of Earnings Survey results. It covers employees in enterprises with at least 10 employees, excluding agriculture and public administration, so it must not be converted into or presented as a 2026 national monthly median.

Gross vs Net — Understanding Your Take-Home Pay
Gross salary is the amount before deductions. Net salary is what reaches the worker after employee Social Security contributions and IRS income-tax withholding.
For most employees, the combined Social Security rate is 34.75%: 23.75% paid by the employer and 11% deducted from the employee. The official Portuguese Social Security contribution guidance confirms these rates.
IRS withholding varies by monthly remuneration, marital status, number of earners and dependants. Under the official 2026 mainland withholding tables, a single employee with no dependants and monthly remuneration between €1,212 and €1,819 uses a 24.1% marginal withholding rate and a €193.33 deduction in the payroll formula.
Using €1,611 as one monthly payment:
| Step | Illustrative amount |
|---|---|
| Gross payment | €1,611.00 |
| Employee Social Security, 11% | −€177.21 |
| IRS withholding: €1,611 × 24.1% − €193.33 | −€194.92 |
| Estimated net payment | €1,238.87 |
The calculation assumes a mainland resident who is single with no dependants, no disability status, no other deductions or benefits and no special tax regime. IRS withholding is an advance payment, not necessarily the final annual tax liability. Portugal’s statutory annual IRS brackets are separate from payroll withholding; the current Article 68 of the IRS Code lists the 2026 rates and thresholds.
The effective deduction in this illustration is about 23.1%. For the €1,428 regular-earnings component, the same assumptions give approximately €1,120 net. Individual payroll results can differ materially.
How the 14-Payment System Changes Comparisons
A contractual salary of €1,400 paid 14 times equals €19,600 gross per year, or €1,633.33 when divided by 12 for international comparison. Holiday and Christmas allowances are generally withheld separately.
INE’s “total gross monthly earnings” measure is different: it divides remuneration paid—including holiday and Christmas allowances, bonuses and overtime—by jobs in the reference period. The official INE methodological record explains that the data come from monthly Social Security declarations and the contributory records of the public pension system. Payment timing can therefore make the total component more seasonal than regular or base earnings.
Salaries by Industry in Portugal
The latest releases do not provide a simple, directly comparable public table for every named occupation. The commercial estimates in the original article have therefore been removed. The following official benchmarks retain their exact scope and reference period:
| Official benchmark | Average gross earnings |
|---|---|
| Total economy, total component | €1,611 |
| Total economy, regular component | €1,428 |
| Total economy, base component | €1,335 |
| Accommodation and food services | €1,205 |
| Public-administration full-time workers, base remuneration | €1,912.30 |
| Sports-sector activities, total component | €1,578 |
| Sports clubs, total component | €2,617 |
| Sports and recreation education, total component | €1,031 |
The official Turismo de Portugal report based on INE data shows accommodation and food services at €1,205 in Q1 2026, around 30% below the corresponding national-economy figure of €1,728 used in that report’s point-in-time comparison.
For public administration, the Directorate-General for Administration and Public Employment reports average base remuneration of €1,912.30 for full-time workers in January 2026, up 5.7% year on year.
These measures should not be mixed without their labels. Total earnings include more components than regular or base remuneration, while the reference periods and employee coverage also differ.
Salaries by Region
Official regional releases for Q1 2026 show modestly lower total gross monthly earnings in the two autonomous regions than the national quarterly average:
| Region | Average total gross monthly earnings | Year-on-year change |
|---|---|---|
| Portugal | €1,611 | +5.0% |
| Azores | €1,552 | +6.4% |
| Madeira | €1,543 | +3.4% |
The Azores Statistics Service Q1 2026 release reports €1,552, with regular earnings of €1,396 and base earnings of €1,308. The data refer to entities with tax headquarters in the Azores.
The Madeira Statistics Directorate Q1 2026 release reports €1,543, with regular earnings of €1,360 and base earnings of €1,305. It states that Madeira’s total was 4.2% below the national average.
The earlier Lisbon, Porto and interior-district estimates came from a secondary platform and were not directly comparable with the national INE series. They have been removed rather than presented as current official regional averages.
Minimum Wage in Portugal
From 1 January 2026, the guaranteed minimum monthly remuneration on mainland Portugal is €920 gross. The official Decree-Law No. 139/2025 sets the amount and its territorial scope.
Because the minimum wage is normally paid 14 times, it equals €12,880 gross per year or €1,073.33 per month on a 12-payment basis. The contractual payment remains €920; the adjusted figure is only for annual and international comparisons.
Under the 2026 mainland withholding tables, employment income up to €920 has no IRS withholding. After the standard 11% employee Social Security contribution, the illustrative net payment is:
| Step | Amount |
|---|---|
| Gross minimum-wage payment | €920.00 |
| Employee Social Security, 11% | −€101.20 |
| IRS withholding | €0.00 |
| Illustrative net payment | €818.80 |
This excludes meal allowance, overtime, benefits, special contribution rules and any later annual tax reconciliation.
Salary Trends — Is Portugal Keeping Up with Inflation?
In Q1 2026, average total gross monthly earnings increased 5.0% year on year, while regular and base earnings each rose 5.1%. In real terms, total earnings increased 2.7%, and regular and base earnings each rose 2.8%.
This was slower than the 2025 annual growth rate. In 2025, the provisional total-economy average was €1,694, up 5.6% nominally and 3.2% in real terms. The lower Q1 2026 level of €1,611 does not indicate a pay cut: total earnings are seasonal because holiday and Christmas allowances and bonuses are not paid evenly throughout the year.
The latest harmonised inflation figure shows Portugal’s HICP increasing 3.1% year on year in June 2026, according to the Eurostat final June inflation release. That was unchanged from May and above the 2.1% rate recorded in June 2025.
On the Q1 measure, nominal earnings growth exceeded inflation and INE’s inflation-adjusted calculation remained positive. This suggests average purchasing power improved, but not every worker experienced the same result: changes differ by industry, region, working hours and household spending.

Is Portugal a High-Salary Country?
Portugal is not among Western Europe’s highest-paying economies. However, international comparisons must use consistent annual definitions, especially because Portuguese contractual salaries are commonly paid 14 times.
Gross pay alone also does not establish living standards. Net income, household composition, housing costs, location and access to employer benefits all affect purchasing power.
Average Salary in Portugal — Bottom Line
The latest official quarterly average is €1,611 in total gross monthly earnings per job in Q1 2026. Regular earnings averaged €1,428 and base earnings €1,335. The figures are provisional and should not be described as a full-year 2026 forecast.
Under a standard mainland single-person withholding example, €1,611 gross produces approximately €1,239 net, but this is an illustrative payroll calculation rather than an official average net salary. The current mainland minimum wage is €920 per payment, normally paid 14 times, with an illustrative net payment of €818.80.
Portugal’s quarterly release does not provide a current national monthly median. The latest official comparable median benchmark remains Eurostat’s €6.20 gross per hour for October 2022, with limited coverage. Recent nominal and real earnings growth remained positive, although outcomes vary across workers, industries and regions.
